this thing looks like an earwig with a blown up body...
if those are its legs they must be pretty useless as they don't reach the ground all the way round

its about 10mm long and sitting on a gum leaf.

maybe its pregnant and just about to drop a bundle ??

edit: rel tells me its a lacewing larvae

The jaws at the front (what you likened to the tail end of an earwig) are pretty powerful, and are used to hold their prey while they, well, pretty much suck them dry The stalks that you refer to will eventually get 'stuff' stuck to them (like bits of the insects they ate etc), and provide pretty effective camouflage, as well as providing some defense
