Except most of them are not gargoyles. they are grotesques. In essence, a gargoyle is a decorated water spout designed to throw water away from the building. A grotesque may be a gargoyle, but unless it has the water spout function it is not a gargoyle.

Mr Darcy is quite correct in his explanation. However, unless it is raining it is difficult to tell from the ground and in certain cases the gargoyles are clogged so there is no water coming forth. They kind of remind me of management structures the grotesques looking down menacingly on the workers going about their business; while the gargoyles pour forth soaking the underlings with policies, emails, instructions and directions.
