Still struggling a little with exposure

Hi,
A question about the use of flash in outdoor photography. The fastest shutter speed I seem to get with the SB600 is 1/500s. Is this really the limit because if I meter the background on a bright sunny day, I have to dial down aperture to get correct exposure.
Also, if I use a DIY bounce card with the flash, do I need to dial any flash compensation when using FV lock? Bounce card seems to work well for me indoors but not sure about outdoors.
