Cross-Screen Filter

Hi, I've mistakenly bough at auction a Hoya Cross-Screen filter, rather then a UV filter for my 10-20mm. I did a little poking around and the cross-screen filter (I haven't opened it) has a etched surface designed to make light sources appear with the "starburst affect" as far as I understand.
So I'm wondering, firstly if anyone has any experience with these filters, and should I just try to re-sell it, or could I use it similar to the UV filter ? Or will it cause a lot of unwanted degradation of the end image (regardless of the lighting involved?).
I don't want to open it and try it, if I can find out if its servicable or crap beforehand.
