Anague exposure meter

Hi all,
I'm a bit puzzled. I have a question regading the analogue exposure meter - the one shown in viewfinder with vertical bars indicating over or under exposure. It is very useful in M mode, of course.
What puzzles me is the bars appear in the A mode, when i activate the in-built flash. Why? They seem to be affected by exp. comp. and by aperature change (although why would it be since the shutter speed should be adjusted automatically).
