I am looking at buying a Nikon D40 from Japan. Will the Quick Charger MH-23 work here in Aus?

That might depend upon from whom you bought it. Who are you thinking of buying from?
My D200, bought from Poon, has a charger that works with no problems.

I am thinking of buying from a discount Japanese site. Price is pretty good. I don't know Poon's prices.
With your charger, does it plug directly into the power socket, or is there a power cable?

Standard 2 core figure-8 cable used by just about everything.
What are the input specs for the charger in question? That will give you a definitive answer to your questions.
Why would you be buyiong from Japan? Unless you're physically located there, HK is usually cheaper. Do you know and trust the Vendor?

Your power cord will require an Unique Aussie 240v plug to be installed on it.

I don't know the input specs for the charger. I've since seen an image of the charger and see it has some fig 8 cable.
The reason I am looking at sourcing the camera from a particular Japanese site is their price: under $600 with kit lens and delivery inc. That's the cheapest I've seen, including HK ebayers. The vendor has been around for a few years, so I kinda I trust them

If the charger is genuine, it should work with a range of 100-240V. There is very little reason for Nikon to put their charger for a travelling device to work under certain fixed voltage, and that is really stupid if they do.

Brought a D70s from the US a while back..... just took the charger into Tandy and brought a new lead with an Aus plug, as it should be seperate from the charger...... only cost a few dollars

Thanks. I'll check them out when I get the camera.
