Cropping For Printing.

Can someone please put me on the right track here.
O.K. Here goes,
Say I have a Pic I've sucked out of my D70 & on to my Computer.
I want to send to Printers for them to print
I have done this in the past, Gone into PSCS & Image Size, say 6x4 on a landscape
No probs, but only now when I've done the same but in Portrait I've noticed it makes the image too slender & out of proportion. Maybe I have just not noticed in Portrait Format.
Thats if I untick the Constrain Proportions button, If I have it ticked it's o.k but not 6x4
More like 6x4.5 ? Now if I send this to the printers it will come back to me not filled to the edges and with excess white.
Do I do it this way and just cut off excess or am I missing something here.
