Buffer capacity issue D70

Here's a query for the technically minded.
On p45 of the manual and p62 there is a reference to the buffer capacity for Raw, Fine, Norm and Basic shots. Within these quality options are the choice of L (Large) M (Medium) and S (Small). Paradoxically the buffer size is less at medium (1.6Mb) than at L (2.9Mb), the same situation is evident in other quality options. Thinking this was a typographical error, as in typo, I looked at the camera r-indication and found excatly the same figures repeated.
What is going on? How can you have a bigger buffer for larger files than smaller size files in the same camera? There must be a simple explanation. Can anyone suggest an answer.
