Not on my tripod you wouldn't, but then again, I need a decent tripod.

I leave it ON but my tripod is too far from perfect - it's Manfrotto 724. When wind is very strong it's ON, when railway nearby, it's ON. When weather quiet and calm I can make it OFF

When I went back to Siberia, to visit my parents, and I saw this rusty junk (TU-154) in Incheon Airport (Korea), you won't believe me but I almost got wet myself, thinking that I have to fly few hours inside of it

What shutter speeds were in play?
What aperture?
At faster shutter speeds the VR will make little difference.
Try shooting something at 1/60, 200mm and whatever aperture is apprpriate for the given lighting conditions.
