Answer: The problem will be that your camera it set to "Mass storage" mode. Go into the setup menu, into USB and select PTP. You will now be able to use Nikon Capture!
(remember to turn off and disconnect the camera when changing settings)

FAQ: Why can't I use Nikon Capture in Windows XP???
Question: I am trying to use Nikon Capture on Windows XP (or 2000) and the camera is on and connected to the PC. When I try to take a photo using Nikon Capture it doesn't work. What's wrong?
Answer: The problem will be that your camera it set to "Mass storage" mode. Go into the setup menu, into USB and select PTP. You will now be able to use Nikon Capture! (remember to turn off and disconnect the camera when changing settings)
