quick dumb technical question

Ok sorry if this is a dumb question but I just want to clarify it:
If I have one lens (70-300, f4-5.6) and shoot at 300mm f8 with shutterspeed of 1/1000, in the same circumstances would a 80-200 f2.8 lens at 200mm and f8 give me two stops faster shutterspeed (1/1600)?
A simple yes or no answer is good enough
The reason I'm asking is that I usually aim to shoot around f8 and need as fast a shutter as possible - so I want to find out if an f2.8 lens will give me that.

No. But ... There is no simple answer. I'd say if optic performance of lens is the same then "NO". With f8 you will have the same shutter speed with both lenses. If optic performance is different, variations are possible

f8 is f8, regardless of the maximum aperture of the lens.

The maximum aperture is really more a statement of what one of the extreme properties of the lens might be, but whether you're using a 50 f1.4, 200 f4, 70-200 f2.8 or 300 f5.6, when you're shooting at f8, you're shooting at f8, and your shutter speed should be consistant.
