Still struggling a little with exposure

Newer members often state that they think their question is too basic, or stupid, or whatever, to be posted. Nothing could be further further from the truth in any section at DSLRUsers.com, but especially here. Don't feel intimidated. The only stupid question is the one that remains unasked. Still struggling a little with exposure

Hi,

A question about the use of flash in outdoor photography. The fastest shutter speed I seem to get with the SB600 is 1/500s. Is this really the limit because if I meter the background on a bright sunny day, I have to dial down aperture to get correct exposure.

Also, if I use a DIY bounce card with the flash, do I need to dial any flash compensation when using FV lock? Bounce card seems to work well for me indoors but not sure about outdoors.
