Stephen. Go have a look at Action Central I use a reworked version of Mikes Invariant Frame action, but there are lots more there.

Stephen in photoshop go to image then canvas size. Using this you can make a fairly straightfoward frame in any colour you like. There was a thread on making a signature block but I cannot locate it. If you use alt/ctrl0169 it will put a copyright sign on your image and you can follow it up with your name or whatever you want. If you open a new action and go through the process you can save it for later use.

i'm not usually a big fan of borders, but if i want a simple one i usually just select the whole image, then in photoshop go to edit --> stroke, select the width of the border I want in pixels, choose either black or white and that's it!

the only issue with stroke is that it eats into the image.
you may not wish to do that. (maybe you do?? ) the basic method I use in the action is to select all of the image copy new (default from clipboard size) canvas size, here I use percentage and say 5% (or whatever I want) select appropriate colour and paint it in then paste I actually use a 101 percent with white, then repeat with 105 percent with black. giving a thin white bead around the image then a black border I prefer to use simple frames as described. I feel that black enhances the image If frames were added to images which were the same size, you could use a set no. of pixels instead of percent. If required I insert appropriate text with a signature brush or inserting text finally flatten the lot down and save. I assigned a hot key to call the action up also. that way I just press one key and bingo. This also leaves the original untouched. probably simpler ways to do it but thats what I do Steve check out my image gallery @
