Beginner canon zoom advice

I've a friend who's just bought a Canon 650D looking for a well priced telephoto (under $500) and is considering the Canon EF-S 55-250mm f/4-5.6 IS. Their use will be as a walk around tele with occasional kids sports shots. I see mixed reviews of this lens, but its priced attractively. Any opinions - is it crap for anyone (she's not got delusions of being a pro) or is it a good "beginners" tele or is here a betters choice in this zoom range and price point

Im going to go with "its crap for everyone" if she can stretch to the Tamron SP 70-300mm VC USD it will be worth the extra outlay
