Sorry, but it only works this way on CS. You can probably figure out a workaround for Step #4 on earlier Photoshop versions with some effort.
1. Open the photo to be corrected. This happens to be an old postcard of my old, long gone Junior High School.
2, Make a duplicate of the background layer. Layer > Duplicate Layer
3. Open the Layers Window (F7 Key shortcut)
4. Select Filter > Blur > Average (PS CS Only - Sorry!)
This gives you the average color in your entire image, but don't think about it too much, it works.
5. Select Image > Adjustments > Invert (You're Welcome, Mic)
This obviously gives you the inverse of the average color in your image, or the correction tone.
6. Now, go to the Layers Palette and for the Blend Mode where it probably says Normal, and select Color.
7. Now still on the Layers Palette select the Opacity Control and adjust it to about 25% as a starting point.
I found that 25% is usually just about right.
8. Make additional adjustments as you see fit.
