Noise reduction allowed?

I asked this question at the end of the Challenge 5 thread, but apparently no one saw it, so I'll try again...

is noise reduction at any point allowed in the Challenge entries? I'm specifically thinking of something like Neat Image, applied after my PS workflow.

if it is applied to the whole image (ie not specific regions) then yes.
