Is this lens related?

I do not know whether this is more lens than sensor related. These are 100% crops.
I managed to improve with PTLENS, and a bit in the raw converter, but this seems to be extreme to start with. I would appreciate your views as well as your guess as to which lens this could be.

I'm not sure what defect we're looking for here? The out of focus foreground? well thats neither lens nor camera that's user control.. the background in both these crops is the focal point.

Look at the tree, the blue is fringing a lot! Forget about the second crop.
Should I post it bigger?
